Biography

An operator inside four platform shifts.

Rob Frasca has spent more than thirty years building, scaling and selling technology companies. He builds where new infrastructure meets regulated markets.

In 1993, while at Carnegie Mellon, he co-founded Galt Technologies. In 1994 it launched what is believed to be the internet's first financial service. Intuit acquired the company.

In 1996 he co-founded WiseWire, an early machine learning company that used learned models to personalize and filter content for each user. Lycos acquired WiseWire. Rob served as Vice President and General Manager at Lycos.

He went on to become early stage CEO of Affinnova, which applied evolutionary algorithms and predictive analytics to product decisions for global consumer brands and was acquired by Nielsen. He was also CPO of Vivox, in-game voice communications, acquired by Unity.

He co-founded COSIMO Digital, a fully integrated digital asset firm, and AI Leader Edge, an AI enablement platform for senior leaders, with Dr. Zdenka Cumano.

Before technology, Rob served as a U.S. Navy Lieutenant and Naval Flight Officer. He flew 18 combat missions in Operation Desert Storm. He holds a BS in Mechanical Engineering from the Rochester Institute of Technology and an MBA from Carnegie Mellon.

The largest value creation event of our lifetime.

I have built companies inside three platform shifts. I want to tell you why I believe the fourth is the largest.

In 1991 I flew combat missions over the Persian Gulf. Two years later I was at Carnegie Mellon, building financial services for a network most people had never used. We started Galt Technologies in 1993. In 1994 we launched what we believe was the internet's first financial service. Intuit bought the company.

In 1996 we started WiseWire. We used machine learning to decide what each person should see. Lycos bought it, and I ran a large part of the product business there. Later, at Affinnova, we used evolutionary algorithms to help the biggest consumer brands decide what to build. Nielsen bought it.

Each wave followed the same arc. Infrastructure first. Then consolidation. Then regulation. Then scale. The value was never in the demo. It was in the rails.

What is different this time

This time two shifts arrive together. AI gives software judgment. Blockchain gives software proof. Together they produce something no institution has ever offered: a decision you can verify.

That changes who does the buying. For thirty years, commerce has assumed a person at a screen. eCommerce digitized the store. It did not change the shopper.

aCommerce does. The buyer becomes an agent, acting under a person's mandate. It searches, negotiates, pays and settles. Often in milliseconds. Often with another agent on the other side.

Why I believe it is the largest

Every financial institution exists for one reason. Two strangers could not trust each other. Banks, card networks, clearinghouses, credit bureaus and notaries all manufacture trust. Economists have measured what that costs. Thomas Philippon found the unit cost of financial intermediation has held near two percent of intermediated assets for 130 years.1

When agents can verify each other directly, that cost is open to redesign. Not trimmed. Redesigned.

I believe the move from human-mediated trust to verifiable, machine-speed trust is the largest value creation event of our lifetime.

I have built inside every major platform shift since the early internet. None of them changed the price of trust itself. This one does. That is a belief, not a forecast. The pace is uncertain. The direction is not.

What breaks first

Agents can already pay. The protocols exist.2 The trust does not. Today a merchant either accepts an agent blindly or reads the buyer's entire wallet. Neither will scale.

Nobody can answer the simplest question in commerce: who stands behind this buyer? This is not a crypto problem. It is a commerce problem.

What we are building

SILS stands for Super Intelligence Ledger Systems. It is the trust layer for agentic commerce. Two ideas carry it.

SILS ID In development

Every agent is bound to a verified person or business. The agent is a child of its owner, held to the owner's policy. It cannot exist without one.

SILS Proof In development

The agent pays with a proof, not a wallet history. The merchant learns the payment settled, the owner is verified and the purchase is within policy. Nothing else.

We call this trust settlement. Payment, identity and accountability resolve in the same step.

We are designing SILS for Revolution Network and Revolution Name Service, subject to a definitive agreement. We extend the standards the market already runs, starting with x402. Every capability on our site carries its real status. Nothing is described as shipped before it ships.

Why I am doing this

I built Galt because I believed people would manage money on a screen. I built WiseWire because I believed software could learn what people wanted. Both were early. Both were right about the direction.

This time the timing is deliberate. The rails for agent payment exist. The trust layer does not. Infrastructure built now sets the defaults for everything that follows.
